A:  Hi there, thanks for the question. You can use the Restoration Primer over oil-based paint and then top-coat it with a water-based paint, If the oil-based paint is glossy, I'd recommend scuff-sanding the surface to increase the adhesion of the primer. Have a great day! -Ronald

A:  If you can't remove a wallpaper, would recommend using KILZ Original since it's oil-based.
