A: I don't see why not, it's a plastic surface so use the appropriate paint for an exterior plastic surface. I'd probably use an enamel spray paint.

Q:Can the sleeve be installed on a non removable deck post? Because the post is supporting the deck I can not slip the sleeve over the top. Can the sleeve be split vertically and opened enough to go around the post?

A: Before I answer your question, let me clarify that this is not really a sleeve. It is not open on both ends, only the top. It is designed to be slipped over the bottom of the post before the post is placed in the hole to create a barrier between the wood post and the soil. To answer your question, yes it could be cut open vertically. But that would defeat the purpose of using it. I believe there are other products that are wrapped around the post at the soil line that might be a better choice for your project.
