Yes, it matters which side faces out! The paper side should face out, that is your moisture barrier for inside garage installations.

The overall acoustical control would be based on all components in the assembly. If you call 1-800-Get-Pink (438-7465) and provide your entire assembly, we can provide a STC rating for your assembly. A: We just friction fit between the vertical 2x4s. We lay plastic sheeting for vapor barrier on the cement block then place the insulation between the framing and it fits perfectly. Then we Sheetrock on top. (Another vapor barrier before Sheetrock is optional).
