A: Yes, probably. Tile needs a stiff unyielding backing. Try also using the rubberized, flexible grout instead of sand-based grout, to minimize any cracking from the drying plywood substrate.

A: Yes with a proper mortar. But it won't be waterproof. For my kitchen bar the base is plywood but there is a backer board on top of that.
