The surface can be lightly sanded before application to etch the plaster surface and provide enhanced adhesion (be sure and use appropriate protective equipment when sanding in accordance with your plaster providers recommendations). A:  Yes - you can use interior or exterior. Just be sure that the surface area is dry (no dew or rain), sand around the damaged area first, then apply and coat over the patch with an "exterior" patching compound.
