A:  Yes with no problem. Just use staples for outdoor use.

    A:  I believe so, though I have not done so, I believe as long as you get staples long enough - it should work fine.

      A:  Maximum staple length 1 -1/2 inch so unless picket are 5/8 maximum thickness maybe ok. Nails with a head would be better
