A:  the most common chemical residue that comes of the rubber mulch is zinc! Zinc is naturaly accuring in soil to much or 2 little can affect plants. i would say it would be more likley to be fine around plants.

A:  I would Just buy a smaller bag. Its great stuff we filled our whole backyard... just put down weed cloth first or you will get weeds coming through constantly.
