A: Because there are a number of possible reasons for this, it is difficult to answer simply. I presume this was installed new? Was it installed recently? Was the installation a replacement of another frost proof sill-cock or did it replace an old style hose bib? Any time a new valve or other plumbing device is to be replaced, it's a good idea to place a bucket (if possible) under the removed section and allow some water to flush away any debris that may have been knocked loose from inside the pipes. Otherwise, this debris can wind up stuck inside the new valve and restrict it's flow.

Q:I had great water pressure prior to replacing (leaking faucet, so replaced with this) and now I have to turn 7-8 rotations to turn on the water and the water pressure is half what it used to be-barely strong enough to water a small patch of grass. Installed by a professional, every thing looks correct, just poor water pressure. Is that a feature of this valve?

A: Sounds like a restriction in the valve seat. If valve was soldered on to copper line,you might have excess solder built up on the valve seat. This will cause low flow. The valve rotation is normal versus the original faucet. If you have normal water pressure in the rest of the house,you have a restriction in the new valve.
