A:  You want to remove base board. The planking needs to have a spacing all around the perimeter. New base board will be just as easy to install. It may pull off top layer of drywall paper in spot . But since your putting new baseboard back glue in space not damaged. You should be fine.

A:  If you want leave the existing baseboard in place, you can finish the floor with strips of quarter round molding.
