This base, properly installed, can resist 920 lbs. of uplift and 11,415 lbs. of download forces. I cannot confirm if this post base sufficient for your application. You should consult a qualified design professional familiar with all applicable building codes. The ABA post bases are not designed for unbraced carports, as they do not provide adequate resistance to prevent members from rotating about the base (moment).
