Q:Can the height of the top shelf be lowered or it it fixed?

A:  The top shelf is fixed. I had to use a rubber mallet to put it together.

                    Q:Having trouble closing the slip sleeves completely around the poles.....do they need to be closed completely? They do not lock and when we tighten one side the other opens. Solution??

                    A:  Slip sleeves to not completely close around the poles. There is about 1 mm gap on each side of the slip sleeves when placed around the poles. The slip sleeves need to go around the groove of each pole to help stay in place. Move slip sleeves slightly up or down until you feel/hear it snap into place.                         A:  We do not carry a utility cart with length of 24". Closest to what you need would be Seville Classics Model # SHE99307ZB with overall dimensions of 33.75 in. x 18 in. x 32.25 in. high (with push bar). The shelves are 18" x 30".

                          Q:The existing wheels are small, and the ride is bumpy when used on the New York sidewalks. The cart is great, but we use it to carry fragile equipment, and I was wondering if we could get larger wheels to use with it. This will help to smooth the ride.

                          A:  Not that I am aware of. The wheels seem more than adequate, but sometimes I have to use the handle to pull the cart up and over a threshold.
