A: We appreciate your interest, Sandy! Immersion in water is a very aggressive environment for paints. Most of our paints, including Rust-Oleum Stops Rust Anti-Slip Spray, are not intended to be underwater and may peel, blister or show rust (on metal) in a very short time. - Rust-Oleum Product Support 5

A: I do not know, but I assume so. We used it on a raw concrete garage floor in an unheated garage and it still sticks and provides an anti-slip surface.
We applied it on a cold November day last year, not exactly ideal conditions, and it cured overnight. We used 4 aerosol cans to cover 260 sq ft.
We prepped the surface with a 50/50 mix of water and alcohol applied with a mop and dried it with old towels. Seems satisfactory.
