A: There are several products for that. Extremely long landscaping pins , u shaped, about 14-18? long. Or a strip of anti-dig stakes, or a sharp gravel border inside the fence line that hurts paws ! Deep enough so the bottom of fence is not accessible!

A: Maybe, if you mounted a "Toe Board" between posts and secured the fence and Toe Board it might work, but my question would be :Will they now attempt to dig under what you have put in place? Best solution is to put something on bottom of fence and extend same one foot underground. You can not nail these into the ground, too small, nail into toe boards or the like or just run a heavy wire weaved through the links and secured to the posts. There are many options to help deter dogs, but none are foolproof for a determined dog.
