While there is a little leeway built in, anything under 11.5" would be too small to allow a proper install. A:  Hello Caroline, You can try pressing down on the tank to take some tension off when turning the nut. Also spraying with WD-40 or like solvent might be helpful. The bolt will most likely have a slotted head in the tank, so you can also try to secure that with a screwdriver when trying to turn the nut. Cutting the bolt can be an option, though best to exhaust any other methods first.
