A: While similar in appearance, the #9131 is intended for heavier items according to it's product description. This item's description says it's for lighter items. So I suspect the #9131 is made of denser material, even though it looks the same superficially.

A: The rubber would be appropriate indoors or out. The screw might eventually rust outdoors if exposed to direct rain but it would take a while.
