A: Tungsten carbide tipped yes.
But it’s not a true four flute design like larger 1”bits that have four separate cutting teeth and their own independent flute. This is a two flute design with a little rib that is in the center of the two main flutes dividing them in half so to speak. That being said, I have used these bits in brick, cinder blocks, and high pressure concrete and never had an issues with debris removal. (None of my drilling with there were water cooled)

A: No. They are made and tipped for masonry drilling not metal.
You should look for metal / general purpose drill bits. I’ve had good luck with the Milwaukee titanium drill bits.
