A:  You can take a board and place it at a 90 degree angle at the end of the counter and shoot at that board.

A:  I'd place a board or cabinet at one end of the counter. Anything that can be flush against the counter.

A:  You can't. This is meant to measure a room or a distance up to a wall or some vertical surface where the laser stops. It's also a bit finicky, I must say, I haven't quite figured out what the numbers mean sometimes - could be some sort of memory mode that stores the previous numbers which is a little annoying. I definitely need to read the directions, I was hoping it was a bit more of a straight forward thing but it seems that nothing is simple when any type German engineering is involved.

A:  You could hold a flat surface, like a piece of scrap wood or a book- at the edge to create an "end."

A:  Not really, but if you float an object at the top of the liquid, that will give the laser a target to measure from. Tie a string on to the floater to retrieve it after you have the measurement.

A:  Unfortunately no, the laser reports the bottom. However, when I just tested this it did register the top of the water in a glass for just a second but I could not replicate this on two other attempts.
