A: I have no knowledge of this product being used for that application so I can’t give you a definitive answer. I would respond to your question with a question. Why would you want to put a vent cap on your sewer vent because in most situations you want the vent to be unrestricted. I can think of four reasons. 1. You live in one of a few areas that require it. For example, there is one county in upper state NY that has such a requirement. In that case I would use the very specific vent that they require by code that you would source locally. 2. Like me you have a situation where wind moving across your roof is creating a vacuum and pulling sewer gas out of the vent which is wafting down from your roof creating an odor problem. In that case I would use a vent cap specifically made for this application. Oatey produces a mushroom vent cap specifically for this application. It is also a good solution for situation 3 where you have animals trying to enter the vent. 4. You live in an extremely cold climate and are getting the accumulation of what is called “hoarfrost” in your vents. In that case I would look to one of the products specifically designed to handle this problem as I think this would make it worse. Best of luck.

A: No it is not. That is a good and interesting question and I can see why you might think that. The whistle is located down on the tank. Depending on when the tank is or was installed it could be part of the gauge or it could be a separate fitting on the vent line. The air being displaced by the oil entire in the tank causes the whistle to make noise. When the whistling sound stops that indicates to the delivery person that the tank is full and to stop the flow of oil.

A: Pipe sizing is a little confusing because different trades choose to refer to different points of measurement. Plumbers when referring to pipe talk in terms of "ID" inside diameter, where as HVAC contractors talk in terms of "OD" outside diameter. So a plumber will talk about 1/2" copper pipe and a HVAC contractor will call it 5/8" tube. Same material, but two different terms. This vent cap is meant to go over pipe that is 1 1/2" ID and thus will have an OD of 1 3/4" So the inside diameter o this cap is 1 7/8" so it can fit over it.
