    A:  it looks like a round junction box .But this box must be at least 1-1/2 inch in depth for proper installation for recessed mount application

For the exact watt rating of LED lamp required , you need to check with any PAR LED manufacturer.15 Watt LED would be sufficient. But you need to check the manufacturer specification data

                      A:  try cutting the light off and then flipping it right back on.

                      A:  try shutting off the power to the light for 10 minutes, then let it reset. I just replaced one that started acting like yours after about 5 years. yours is new ,return it to the store if the reset does not work.
