A:  For the AV-04-PVC Aura PVC Pipe cap. from the manufacturers website (roofvents.com) the net free vent area is 12 square inches (0.09 sq. feet) and the amount of air moved at 4mph is 26 CFM, 5.2=38CFM, 7.4=51CFM, 9.8=59CFM, 11=62CFM.

      A:  Though I have NO experiece with storm shelters, I would think that it would serve better than having an exposed (open end) pipe.. by keeping out birds, rodent, leaves/other large debris. As far as using the vent cap in conjunction with an exhaust fan setup, it'd make sense to treat it no different than if you were mounting to a house. Though, if you suspect that your shelter may be exposed to small insects- or smaller debris- you might consider adding a fine screen/mesh to the vent cap?
