A: Though I have NO experiece with storm shelters, I would think that it would serve better than having an exposed (open end) pipe.. by keeping out birds, rodent, leaves/other large debris.
As far as using the vent cap in conjunction with an exhaust fan setup, it'd make sense to treat it no different than if you were mounting to a house. Though, if you suspect that your shelter may be exposed to small insects- or smaller debris- you might consider adding a fine screen/mesh to the vent cap?
