Facet locked close complaint?

RE: Everbilt found not allow water flow when open. Returned to beach house after 40 days. Gardener found no water flow if on. Wife says same? Must be swallow washer. Third time to cycle open / close to restore water flow. Wife test okay. Water pressure is strong. New out of box faucet inspection: washer is spring loaded closed. Thus, tube / shaft length / angle and or seal swollen?
