For the weedkiller to work, you must follow the directions fully, with regard to timing, watering, etc. The weedkiller inactivates when it touches the soil. If you don't follow the directions fully, the weedkiller simply does not work. The fertilizer component works regardless. The weedkiller is not just effective against dandelions, but most broad-leafed plants, so you don't want to get this stuff in your garden or flowerbeds.
I must reiterate - if you don't follow the instructions completely, the weed-killer component will not work. I think this sort of product is marketed towards people who want a quick easy fix, and many of them don't use it properly and don't get results. Another option is to put out Scotts crabgrass killer, all year long. This has no special usage requirements. It won't kill established weeds, but it will prevent new ones from sprouting. The annuals will die off by next year, and you can kill the perennials ( like dandelions ) with a grass-safe liquid spray. But that is a lot more work than simply following the directions on the bag.
A concentrated fertilizer like this can give you burn marks if applied carelessly. My advice is to put the spreader on a low setting, measure out the correct amount (weight) for the area, and walk it around until you run out the spreader. For example, if your grass area is 40x60 feet, that makes 2400 square feet. Since this bag covers 5000 square feet, you'll use about half the bag. You can also use a bathroom scale and a bucket. Start with the spreader on half the recommended setting and see how it works; adjust as necessary. Cover the whole lawn, then do it again until you run out. This assures complete even coverage. There is no sense in over-fertilizing - it just ends up in the storm drain as pollution. Measuring out the right amount is better for the environment and saves money.
This is a turf fertilizer, intended for established lawns. It lacks the phosphorus component that young plants need for growth, which is also rocket fuel for weeds. That is another way this mix works against weeds, although at the same time, even without the weed-killer component, it would be fairly useless on the flowers or in the garden.
