Thanks for bringing this to our attention, Tom! Certainly, it is important to thoroughly shake the can of Rust-Oleum Automotive Sandable Primer prior to use, and occasionally during use as well. The can should be shaken for no less than one minute after the mixing ball in the can begins to rattle. This ensures that the product is mixed well, and prevents larger particles from being sprayed through the nozzle. You also want to make sure the finger that presses down on the nozzle stays clean and free of any paint. It is important to have your index finger centered on the nozzle itself. If your finger is too forward it can cause some blocking of the spray mist as it comes out of the can, which can cause sputtering or larger drops to be sprayed on the surface. - Rust-Oleum Product Support 5

It sounds as though you may have experienced what we call, dry spray. This is when a product, such as the Rust-Oleum Automotive Sandable Primer dries before it hits the surface. This can cause a residue or powder on the surface. This can often occur with the ambient conditions surrounding the application. For example, if it's windy out, or if you happen to be holding the product a little further, that will cause it to dry before it hits the surface. That is not what we like to hear, Robert! Prior to each use, each can must be shaken thoroughly to evenly distribute the solids which may have settled to the bottom. If solids are pulled into the internal tube, this may cause the can to sputter, or quickly clog. Unfortunately, an internal clog cannot be safely cleared. That is not what we like to hear! Our Rust-Oleum Automotive Sandable Primer is designed to be quickly dry or wet sanded once it has dried to the touch. Striping may occur if the can is being held too close to the surface being primed, or if the primer is not overlapped evenly as multiple passes are made with the spray can.
