A:  Well, you accounted for the freeze line. Mine is like 3 - 4 feet, but I go all the way down (bury) 6 feet. You can do what you want really, but my main concern is the stability of the whole thing. You having 4 feet above ground and only 2 below the ground you may find it a bit unstable (top heavy). Woodford makes a great product and that handle "locks" into place and take a little force to raise it. I'd rather see you go with the 5 bury and then come up 1 foot to have 4 under and 4 above. Much more stable in my opinion.
