A: There is no vacuum on this. The critters have a "drop reflex" and you just position the point of the tube under them and jiggle it a little and...PLUNK! And yes you could unscrew the collecting jar and release outside if you wanted to.
A: It does not "suck" the bug. Yes, you can release it outside, but there is no reason to let a stink bug live in the U.S. They are not native here, they have no preditors, and they are doing tons of damage to our crops. But I did use it to nab a moth on a porch and release it outside - worked great.
A: No suction--purely gravity--bug drops into the chute into a little jar you fill with water and soap; bug drowns. Why would you want to release a stink bug???

A: This device does not siphon a bug. It is a tool with a simple concept and design and most often used to capture the Brown Marmorated Stink Bug that has devastated the agricultural industry to the point of some states temporarily lifting bans on toxic pesticides. It is suggested to exterminate these particular insects, but the device also offers a humane or educational alternative.
