A:  Yup There's a handle - right there in plain sight.

A:  Yes. It spools and unspools very easily... almost too easily. It needs a brake to keep the tape from unreeling when you don't want it to. Also, the knob on handle sticks up a bit from the nice narrow profile of the rest of the housing. It is in danger of getting knocked off with any rough handling. It should optimally fold down. That said, the thing does what it is supposed to and costs less than most 100' tapes.
