A: No, it's only slightly adjustable, and I think it would be hard to cut it down and still have everything work.

A: No. The rod is shaped to fit the sockets, both where the two pieces of the rod join together and at the ends. If you cut the rod you'll lose those fittings, making it impossible to assemble the unit.
