Q:Does the curtains on both rods open? Is it possible to have the sheer layer stay closed and only open the heavier drapes?

The curtains open and close on their own cords independently, so you can have the sheers closed with the blackouts opened.

We recommend using the 66" -120" for the 84" length rod. More overlap is better than the rod being fully extended and in general in a weaker position to hold heavy curtains.

This particular double rod set is "One Way" which means that it uses one panel per rod opening all the way across the rod in one direction. The rod configuration you speak of is "Center Open" which means two panels on each rod, opening from the center, spreading apart in 2 directions.
