The smaller plate with the C" shaped lock and chain is installed on the wall. When you are ready to lock it the "C" shaped lock is positioned under the "T" and then rotated around so the top of the "C" will fall into the slot at the top of the "T". The backside of the "C" is what sticks out blocking the door from opening. The instructions illustrate this. A:  No it would not. It will not allow the door to open enough for a cat. Get the Bright brass chain lock SKU #470523 less than $10 and it will allow the door to come open the length of the chain which should allow the small cat but keep the child out.
