    A:  No, that's probably not the best scenario to put any coating in. It's best to remove all of that stuff first, then apply the new coating.

          A:  It can but will be very slippery. You should sprinkle a tiny amount of clear sand on top of the last wet coat to provide yourself with some non skid.

              A:  Yes, but if it is under water, you will not be able to see it. If it is outside of the water, you can rub it down with a scotchbrite pad like you'd find on the back of a kitchen sponge. Dip it in water and rub the surface down. It will dull out.
