This will require you to stretch the tape enough to create a strong seal. The surface does not need to be dry, as the tape will not adhere to the surface of the pipe on its own either way.

A: I would only use tape on a pipe leak as a temporary stop gap. Water is under pressure, have the pipe repaired by a licensed plumber. A water leak under pressure will flood you home in a big time hurry.
