A:  It has to be assembled. However, it is screwed together.  Very quick and easy assembly.

A:  I'm not sure what they mean by 8 lb limit but that seems heavy for a coat and I wouldn't pile too many on any one spindle. It's not heavy duty so I'm guessing that they mean don't put more than 8 lbs total. I haven't really tried to test the weight limits of any of the various hooks but what I have found is that you want a balanced load as it will definitely tip over. That's especially a problem when a cat jumps on one of the coats and pulls the whole thing down...
