A: Yesyou can. When I removed the old outdated box covers I laid a thin layer of silicon and then put the weather barrier and cover in it was very water tight.

A: Yes the receptacle cover is attached to the existing box that already has the screw holes for different types of covers.

A: Typically 20 amp. Unless you are just changing the covers. Then no need to worry.

A: Breaker size is determined by the load used, if on own circuit and presumed it was wired with 12ga then you can put in 20amp outlet with a 20amp breaker.
