Although the MAELV-600 dimmer can control 12V lights that are powered by an electronic low voltage transformer, the dimmer itself must still be powered by a 120V power feed and connected to a dedicated neutral feed. A:  I am not an electrician, but I would definitely not do that. The switch is for 120V Alternating Current (60Hz). Your boat is 12V Direct Current.

A:  The MAELV-600 is not a smart device and cannot be controlled by Alexa or Google. Lutron does have a recommendation for a reverse phase dimmer that could be controlled by Alexa or Google. A:  The MAELV-600 is not a smart dimmer and cannot be controlled by an app, Alexa or Google. Instead, Lutron recommends the Caseta Wireless product line as this may integrate with several third parties, including Alexa and Google.

A:  Yes, the second switch would need to be replaced, as well. The MAELV-600 should be placed on the load side of the lighting circuit (where the switch leg is that leads to the light fixture).
