A: Yes they flush cut. My only recommendation on them if you want them to be spring loaded is dab some epoxy where the spring seats. These are my go to cutters I have 4 pairs.

A: I don't know that they call them that but they are really close. They are flat cut, in the sense that they leave no tapered end on a cut solid wire. If you are looking for something to snip IC leads, I think the jaws on these would be too wide.

Q:Need something to cut the 3mm-4mm loops off of jewelry cameo frames/settings that are either brass or steel, with a precision tip like this...will these work?

A: Klein Tools model # D2445C can cut brass in this application but is not recommended for steel.

A: I think it would depend on the gauge of the wire. The knives are induction hardened, so brass should be a cakewalk, same as copper. Cutting steel without damage would depend on thickness, whether it is solid or stranded, and hardness. I think they'd do well with malleable tie-wire, say, but I wouldn't count on them cutting hardened piano wire without damage.
