          A:  Jet doesn't break out those specifications. I bet the 247 pounds is the basic weight of the base and the saw, not the shipping weight. From experience, figure the base is about 50 pounds. That makes the saw about 200 pounds. I would strongly urge you not to try to lift it on your own, no matter how strong you are. Get some help. You can probably do it with two people.

          A:  It came in 2 boxes on an extended skid. The base in one box and the saw assembly in the other.

            A:  It comes with multiple parts so you need to assemble it.

              A:  It comes in 2 boxes, the base and the saw. the saw box is somewhere around 2x2x5. All together its 250lbs. You have to attach the table and base. It does need some tuning before first use.

                A:  This model does not come with a fence. As far as base brackets, it should've come with two outrigger type L brackets that extend out about 8 inches because the side with the motor is very top heavy. They are a little disappointing because they end up being a bit of a trip hazzard.

                A:  It does have two base brackets, you can barely see one in the picture. They claim this is good enough, but I drilled holes and secured it to my cement floor. This worked much better.

                    A:  It does not come with a fence. I purchased a Kreg fence for mine that works really well. As far as I know, you should have the brackets to help prevent tipping.

                        A:  I've got a partial answer for you, gleaned from Home Depot's reviews of the JWBS-14DXPRO. One reviewer mentions that the blade that came on the saw when he bought it in June 2018 was 3/8 inch. Another reviewer called the blade that comes with the Jet bandsaw junk." Any blade that a manufacturer includesIsn't likely to be of top quality. I came close to purchasing this bandsaw but wound up with Laguna's 14|BX, which doesn't come with a blade.

                          A:  It means that you can run a piece of material through the saw that is 12" thick e.g. a piece of wood measuring 12"x8"x36" could be run through the saw to make two pieces that measure 12"x4"x36" (not accounting for the thickness of the blade of course).

                            A:  It means that it has the capability to “resaw” lumber up to 12” tall. So if you had a piece of 2x12, you could cut that into 2 - 3/4” thick pieces 12” from the 1 1/2” thick original board. (Or any thickness you want or need)

                              A:  Resawing is the term given to cutting usable boards from a large piece of wood. The 12 inches of resawing refers to the maximum height of lumber the saw can accept. 12 inches for a 14 inch bandsaw is pretty typical. Some do as much as 13. Some do less than 12 inches.

                                A:  It is a 14" inch bandsaw and that is how far the column is from the blade. The resaw ability is how tall a board you can cut from the table top to the highest point of lift of the blade support.
