A: Yes, it comes with hardware to mount to the wall. I think mine came with hardware for wood or sheetrock. If I were you, I would purchase extra hardware (more durable) in case you don't like the hardware that comes with it.

Q:How do you extend the rod? I'm used to tension rods, which you twist; but this one doesn't seem to extend with twisting, nor with pulling. It just sits tight, though I can see that the smaller rod inserted into the larger rod is designed to extend. Frustrating!

A: I bought 4 pairs and they all extended by pulling the smaller rod from the larger rod. I have them each at varying lengths. I used them to divide a basement room. The smaller rod easily slid into the larger end. I'm not sure why you're having issues? I would check to make sure the rods aren't bent anywhere preventing them from sliding.

A: The smaller rod just slides in and out of the outer rod (fairly) freely.
One of mine was stuck, and I had to shake it vigorously to get the smaller end to pop out just enough to grab it with a pair of pliers.

A: This depends upon how far you extend the rod. If you extend it almost to its max limit, the rod is less sturdy. The closer it is to 28", the more weight it can hold. However, this is not a heavy duty rod. It can handle a standard weight curtain.
