A:  The short answer is Yes, but you should be aware the CHP-170 is designed for copper wire. I do not know the hardness of "snare drum" wires, but if they are stainless steel, you will possibly damage the cutter. Attached is a close-up of the cutter tip area

A:  the cutters have a sharp blade all the way to the point of the jaw so if you were to use just the end of the jaw you shouldn’t experience any issues .

A:  I use these to snip apart craft dies that are connected to each other by small metal attachments. These cutters are sharp to the tip.

A:  These would work extremely well for that application. I use them for zip-ties so that you do not have a sharp edge that will cut you, huge pet peeve of mine. Hope this helps!
