A:  I think that is the total length of the hose, the actual length of what pulls out is maybe 12 inches or less. I've had others that didn't pull out that far, so this one pulls out further and I can rinse further around the sink or items I am washing.

A:  I haven't' measure the length of hose (just assume the statement of 29.5" is correct) but you set the stop accordingly to you sink depth which is then plenty length for most functions of use.
