A:  yes, you could but you would lose your safety ground connection. Most 3 prong adapters have a ground tab designed to attach to a standard receptacle cover mounting screw for grounding. The handle plug makes no provision for this. One ould need to connect a ground wire to the tab and then to a ground point on the fixture for correct safety grounding. The additional ground is not required for operation but does reduce safety. Since the application is outside in possibly wet conditions the risks are higher. There have been a number of people electrocuted from using "cheater plugs" without the proper ground.
