Q:Could it be used on a garden hose for a one time use if insulation pipe was over it. Or could it melt the hose. It just a quick fix for a cold snap tonight.

A: No do not use on an outdoor garden hose. The cable is not designed for outdoor use and it could get warm enough to damage the garden hose. best thing to do is unscrew it from the faucet for the evening if possible.

A: It is a little over a 1/4 Inch in diameter. Cannot tell you of it will fit tru the joist holes, every plumber is different. Yes you can overwrap with the foil/cotton insulation, it will help spread the heat from the cable more evenly.
