A:  Yes you should be able to apply to cinder blocks as long as you prep the surface properly. It must be smooth, clean, dry and any bumps removed. They also suggest you prime the wall to make it more accept the adhesive better. They also suggest you use Loctite PL Premium adhesive. You will want to make sure to remove as much texture as possible and coat with a fresh layer of stand alone latex primer upon your substrate prior to installing the panels ot ensure proper adhesion.
