A:  That can not be guaranteed depending on the direction the rain is coming down. In general yes it would.

A:  When the fan is turned on the louvers will blow open to exhaust the air. When the fan is in the oof position, the louvers will stay closed as there is no air blowing outward to open them.

A:  Mike, I believe it could be used for a bathroom, as long as it's on a vertical wall and the exhaust flaps/fins have no obstructions. You may have make some modifications to fit your desired purpose, but that's easy to do.
