A: you can spray paint almost anything and these are no exception try to use a DTM (direct to metal paint) but be prepared for the contact points of the hinges to lose the paint this will depend upon the amount of use the door(s) get

A: Technically, they probably could, but the spacing of the screws concentrates the load almost ON the hinge pin .... I wouldn’t chance them.
