It has air vents, yes.
They are not lined, but there is a slightly textured feel to the inside, making it slide over your clothing easily.

A: It is a rain suit, not brush gear. If you wear it as it was intended, for rain and slight rough use, it will work. If you go thru things that are sharp and pointy, it will tear and rip, as with most clothing. If that is the use I suggest checking out Bass Pro shops or some place like that. These are great rain suits for what they were intended for.
