Q:Do the hand brakes just slow the chair down when needed? Or can you actually lock the brakes with the Hand Brakes instead of reaching down to the handles by the tire?

A:  It slows it but still can move it a bit. Also the handles are loose after a few months of use.

    A:  The hand can be used to slow the chair down when needed. If you push them down, they they lock the brakes.
