A:  Yes. It must be in the open position(unthreaded) enough for air to escape. Just received one to replace a Taco model. Simple to test. Blow into the inlet. Air passes through until cap is closed.

There are some differences with specification tolerances that you would need to verify to ensure the Cash Acme 1/8 in. Brass Air Vent would work in your application.
