Q:Built a raised cinder block planter (20'x2'x16") and want to make it self-watering, which means cutting this into two 5'x12' pieces and sealing them together (found the seaming tape). Is it likely to hold up?

A: 20 x 18 will give you enough liner plus a 2' lip, which you'll need because the PVC material doesn't always lay perfectly flat. Rubber liner is more expensive but much, much easier to work with, and will last longer.
