A: It is not imperative to do that, however due to the flow of current the negative side will not arc when connected or disconnected. You do the same when you install a light switch in your house. You always switch the negative (neutral/common) side.

A: My guess and only a guess iscthat the positive side runs to the starter. That side had a disconnect at the key. So it stands to reason if you switch the negative side you completely disconnect the whole battery.
