Thanks for your interest in our products! The 1-Part Epoxy Paint is weather resistant, but it is not considered waterproof. The only product we have that is considered waterproof is our Masonry Waterproofing Sealer:

However, this product can not be used to top-coat any paints or stains, and can only be applied to bare concrete. we do not recommend applying the 1-Part Epoxy Concrete & Garage Floor Paint on vertical surfaces, so you shouldn't use it on your basement walls. It's best to use it on floors. However, you can use the Premium Plus Ultra or Marquee Interior for on your basement walls.

Thanks for your interest in our 1-Part Epoxy Paint! The paint cures to a very durable finish, and would definitely stand up to harsh weather conditions. It is fade and high moisture resistant, and also has UV protection as well. It is also resistant to abrasions and scuffing, so this paint should hold up fairly well. Thanks for your interest in our products. The 1-Part Epoxy Paint should not be directly applied to oil based stains and finishes. The current coating will need to be removed before preparing for the Epoxy Paint. However, if you aren't able to remove the product, then a primer will need to be applied before using the Epoxy Paint.
